France's electricity system is managed by a single TSO – Réseau de Transport d'Électricité (RTE) – and multiple DSOs, with Enedis being the largest, along with other regional DSOs.
Enedis will publish, in the first half of 2026, a map identifying electricity network areas that are structurally constrained. Developed on the basis of projects already registered in the connection queue, the map highlights zones where network saturation is expected for a minimum period of five years, based on combined analyses from both RTE and Enedis.
The map provides a substation‑level strategic overview intended to support public authorities and project developers in anticipating grid constraints, guiding spatial planning, and informing site selection for new renewable energy projects. It is designed as a transparency and planning tool and does not substitute for a formal connection application, as detailed technical studies remain necessary to assess the actual hosting capacity available on the network.
