TSO-DSO Cooperation Platform
Efficient collaboration between system operators is critical for the operation of future power grids, especially as the share of distributed resources continues to grow. Recognizing this need, an increasing number of European regulations now require closer collaboration between TSOs and DSOs, including the joint development of common deliverables.
While this collaboration initially focused on drafting network codes, it has since expanded to include the creation of shared platforms such as Capacitypedia (from Grid Action Plan 6), Technopedia (from Grid Action Plan 7), and the Joint Working Group Repository (from the Implementing Acts on Data Interoperability). This joint website is an initiative from ENTSO-E and DSO Entity that facilitates the development of such shared IT platforms and provides visibility to the joint activities between the two associations.

Way of Working
The institutional collaboration between ENTSO-E and DSO Entity is primarily supported by the Memorandum of Understanding signed on 11 January 2022. The MoU defines the main principles of cooperation, working arrangements, and decision-making processes. Each joint working group or task force is equally resourced by the two associations, ensuring balanced representation and co-ownership.
The MoU also foresees a joint annual work plan that identifies the main areas of collaboration and common activities between the two associations for that year. After the publication of the joint work plan, any new area in which ENTSO-E and DSO Entity are tasked to work together by EU legislation or official EC communications during the course of the year will be integrated into the TSO-DSO Joint Work Plan.
