On 06/07/2026, Task Force 3 (TF Data Interoperability Modelling) of the Joint Working Group Implementing Regulations on Data Interoperability and Data Access launched two new technical publications to support the ongoing development of harmonised and interoperable data exchange processes across the European electricity sector. These documents contribute to the common technical framework needed to support more consistent implementation of electricity market processes across Member States.

These publications support the broader objective of improving interoperability, transparency, and consistency in electricity market processes across Europe.

• Guiding Principles for the Measurement Data Market

In line with the Implementing Regulation (EU) 2023/1162, this document establishes a business and data modelling framework to support a single, harmonised structure for exchanging validated metering and historical consumption data across the European electricity market. It defines the structure of the measurement data document, the information it should contain, and how it should be interpreted and used by different Market Participants.

• Implementing Guide on Customer Switching (IG CS)

In line with the Implementing Regulation (EU) 2026/855, this document describes how to implement the data exchanges required for the switching process. It outlines four sections: Business Domain view - Use Case, Activity and Sequence technical Diagrams, Business Partner View: Actors mapped with the Harmonised Electricity Market Role Model and Business Entity view: Mapping of information elements based on CIM and European Style Market Profiles,for both Customer Switching and the Cancellation of a Switch.The document also clarifies how these exchanges should be consistently implemented across the European electricity market.
