DSO Entity and ENTSO-E Publish Joint Guidance to Simplify Customer Switching Across Europe’s Electricity Market
ENTSO-E and the EU DSO Entity have published new guidance to support countries in streamlining the sharing of customer data. The guidance aims to make data exchange faster, simpler, and more reliable for consumers when switching electricity suppliers. A dedicated Task Force for the Monitoring of the implementation of the Implementing Regulations (TF1) of the Joint Working Group (JWG) has developed this guidance to support countries in applying EU rules on data sharing for customer switching. It explains in a practical way how national authorities can organise and report their processes, ensuring that all market participants can access the necessary data in a fair and transparent manner. By promoting a common approach across Europe, the guidance contributes to a more integrated electricity market and a better experience for consumers.
Customer switching is the process through which consumers change electricity suppliers. This publication helps Member States report their national practices in a consistent way. It is composed of the Guidance document, which explains the Implementing Regulation and the legal obligations that Member States must fulfil in more detail, and the template for reporting that appointed national authorities must fill in.

In addition, the JWG is legally mandated to collect the reports of national practices provided by the appointed competent authorities regarding the implementation of the reference model and publish and keep up to date the national mappings in the JWG repository. It will therefore collect and upload these reports submitted by the appointed national authorities once these become available, following the example of the reporting of national experiences as enshrined in Implementing Regulation (EU) 2023/1162 on metering and consumption data.
