Description of what firm capacity means and the aspects that structure the definition

“Firm capacity” means that it is available all the time except in rare exceptional situations. In some cases, power plants may be unable to produce not due to network constraints, but because of market conditions, such as excess generation compared to demand.

For now, “flexible capacity” is not calculated/published.

Capacities are estimated based on a set of scenarios concerning network operation conditions in different time horizons, considering the N, N-1, and N-2 criteria defined in the regulation.

Main assumptions/disclaimers behind calculations

Long-term capacity only takes effect after approval and entry into service of the specific reinforcements foreseen in the Portuguese TYNDP. The published capacities do not include information on substation bay availability.

Connection request procedure

The procedure for access to the National Electricity Transmission Network (RNT-E) by electricity generation centres is based on the provisions of Decreto-Lei nº 15/2022, in its current wording. Under Article 18 of the aforementioned Decreto-Lei, the allocation of injection capacity reservation in the Rede Elétrica de Serviço Público (Public Service Electrical Grid) (RESP) is formalised through a Título de Reserva de Capacidade de Injeção (Title of Reserved Injection Capacity; ) (TRC), issued by the network operators, in this case by the TSO, under the following modalities:

  • General Access Modality (Article 19): In this modality, the applicant must submit a request for the allocation of injection capacity reservation for the existing RNT-E to the Direção-Geral de Energia e Geologia (DGEG).
  • Modality of Agreement between the Applicant and the RESP Operator (Article 20): In this modality, the applicant enters into a direct agreement with the TSO, assuming the costs arising from the construction or reinforcement of the network necessary to create injection capacity in the RNT-E. Requests are also submitted to the DGEG.
  • Competitive Procedure Modality – “Auctions” (Article 22): In this modality, the applicant applies for injection capacity in the RNT-E made available through the competitive procedure (auction) launched by the government member responsible for the energy sector. The DGEG is responsible for conducting the competitive procedure.
  • If the allocation of capacity is approved, the DGEG requests the TSO to issue the TRC.

After obtaining the TRC, the applicant must request from the TSO the connection conditions of the electricity generation centre to the RNT-E. The TSO will present a technical-commercial proposal defining deadlines and associated costs, as well as technical connection conditions, as established in the Regulamento de Relações Comerciais (RRC). The procedure for access to the National Electricity Transmission Network (RNT-E) by electricity generation centres is based on the provisions of Decreto-Lei nº 15/2022, in its current wording. After obtaining the TRC, the Applicant must request from the TSO the connection conditions of the electricity generation centercentre to the RNT-E. The TSO will present a technical-commercial proposal defining deadlines and associated costs, as well as technical connection conditions, as established in the Regulamento de Relações Comerciais (RRC). The electricity generation centre is subject to the provisions of the European connection code RfG and Portaria n.º 73/2020, de 16 de março. For compliance verification purposes, the electricity generation centre is subject to operational communication procedures established for production units, available on the TSO website: Procedimentos Verificação Conformidade. Formal requests to connect a demand facility to the RNT-E should be submitted to acessorede@ren.pt and must include the following information:

  • Name of the applicant company
  • Required power (MVA)
  • Time schedule for the required power
  • Type of industry
  • Location of the demand facility (coordinates or kmz file)
  • RNT substation where connection is intended (indicative information)

Once this information is received, the connection request will be evaluated by REN regarding the availability of supply capacity and technical connection conditions, according to the chronological order of submission. If there is a high number of connection requests for demand facilities to the RESP and insufficient supply capacity within the required deadlines, the government member responsible for energy may determine the opening of Zonas de Grande Procura, where the allocation of supply capacity is governed by an exceptional procedure, as established in Decreto-Lei n.º 120/2025. Additionally, after the requested supply capacity is allocated, the applicant must request from the TSO the technical connection conditions of the demand facility to the RNT-E. The TSO will present a technical-commercial proposal defining deadlines and associated costs, as well as technical connection conditions, as established in the Regulamento de Relações Comerciais (RRC).
